Rising signs
Your rising sign, or Ascendant, is the zodiac sign that was climbing over the eastern horizon at the minute you were born. It is the third of your Big Three, beside the Sun and the Moon, and of the three it is the one other people meet first: the manner, the first impression, the way you walk into a room before anyone knows what you are like.
Why it needs a birth time
The Sun changes sign roughly once a month and the Moon every two or three days, but the Ascendant changes sign about every two hours, because it follows the turning of the Earth rather than the movement of a planet. Two people born on the same day in the same city can have different rising signs if they were born a few hours apart. That is why a birth chart drawn without a time cannot place the Ascendant at all, and why an approximate time can put it in the wrong sign.

What the Ascendant changes
The rising sign does two things at once. It describes the surface: how you tend to come across, what strangers assume, the style you reach for without thinking. And it sets the frame for the whole chart, because the sign on the Ascendant begins the 1st house and every other house follows from it. The planet that rules the rising sign becomes the chart ruler, and where that planet sits says a great deal about where the life actually goes.
